Biography

A native of Iowa, Professor Smith received a B.S. and M.S. in Psychology from Iowa State University and a Ph.D. in Psychology from Michigan State University.  His academic teaching and research is concerned with the cognitive and behavioral bases of cooperation, innovation, and adaptation, in a context of social, technical, and market change. His professional activities have applied new and science-based  approaches for human resource development in domestic and international settings. He has worked extensively with U.S. and international development organizations to help develop human resources, improve organizational capacities, facilitate appropriate technology transfer, and measure program performance. As a technical advisor for USAID in Peru and Bolivia, Smith assisted with institutional strengthening of education and rural development.  Smith has also assisted UNDP and other organizations with collaborative programs for  community goal setting, water conservation, health and wellness.  Smith is a former associate editor of Evaluation Review, member of the American Evaluation Association, and he has numerous publications and technical reports in related fields of science and technology based approaches to development.  He is the recipient of the Jackson Rigney international service award for outstanding research and scholarship through international collaboration.
